Likely cost is why. Fueling tried to get 4 valve Evo heads into production, no takers.

Aftermarket (and SE) sure sold a lot of 2V performance heads though.  Would make these big inch, lifter eating TCs a bit more reliable.

I know from working close to Holley Carburetors in the early '70's that production of a specialized item like this is hard to justify. I cannot imagine there would ever be the demand for a specialized item like this, not that a few couldn't be sold, but there would be so much other stuff that would require re-engineering that I just never see anything like this being done. The alum castings may seem easy but from the rockers to the gaskets would all require new parts.
Don't think 2 valves can make equal power? Vance & Hines Pro-Stock bikes are are just as fast now with 2 Valves as they were before with 4, took awhile after NHRA outlawed the 4 Valve heads, but they came back stronger than before.
