What year(s) did Harley use the 103 for their CVOs?

I think the 103 was first used in the 2003 CVO Road King and was used until 2006, then in 2007 went to 110 CI. before that CVOs had 95 CI.

So, would a breather for a CVO 103 fit on a current 103 (when 103 was the stock motor)?

Depends on the model and year of bike, the bolt pattern changed in 08 with the FBW throttle bodies on touring models, And has been added to some softails and dynas.
