I think he's intending to compare the bikes with the new frames in 2009 to those previous. The short answer is yes. They're a little better. I've never thought the difference was huge but it is something you can notice/feel.
Having said that the older bikes can be significantly improved. Good shocks as opposed to the terrible Showa air shocks make a profound difference. Similar upgrades in the front forks also help. There are some things one can do in the Cleve blocks to firm up the swingarm as well. Making sure the driveline is well aligned helps too. The old bikes don't have to feel as "old" as they often do.
