Be advised that the Legends front cartridges will change the ride height and geometry of the bike and they do not disclose this. My local H.D. installed the cartridges on my 2018 CVO Roadglide just before Daytona 2025 and when I went to ride the bike in Daytona for the first time it was completly unmanagable with low speed turns, the bike wanted to flop over.  I visited Legengs at Destination Harley and was told that the suspension does NOT change the geometry of the bike.  When I got back home I brought the bike back to the dealer and they reached out to their vendor (Drag) who in turn contacted Legends and was informed that the ride height DOSE change. Just a side note, I have an EZ Up centerstand on the bike that no longer works because of the ride height change and I also visited with EZ Up who were also at Destination and they put their maxium height stand on the bike and it still did not work but they were nice enough to give me additional steel plates to weld on the legs of the center stand.
When I got back from Daytona I contacted Cole at Legends myself and he informed me that they do not disclose the ride height change and would not accept a return on the cartridges because they are now used (Total B.S.).
Totally fustrated with Legends, my H.D. dealer is putting the original front suspension back in the bike.

The issue is not legends.  The issue is your dealer.  Your dealer obviously ordered the wrong cartridge's.  They ordered and installed the ones for a regular Street or Road Glide.  They did not order the CVO specific 1 inch shorter cartridges.  Sad a dealer doesn't know a 21 front wheel requires an inch shorter front suspension.

An unlikely possibility is legends put the wrong part in the box.  I'm more inclined to believe the dealer made an ordering mistake.

Dave has to be right. Never trust Harley or any other dealership to admit they made a mistake.  Always verify. Legends has been around for 25 years and wouldn't be if they did business that way. Not to mention the liability involved. One way or another you got the wrong part. Contact Legend and find out the real story.

Hey Guy's. sorry to say Dave is wrong.   I had the same issue contacted  Legends with my Harley dealer  and was told that  with the correct suspension correct  part number for the 21 inc CVO wheel it does change the ride height up to an inch plus.   Legends stated that this is not disclosed in any of there material.   My bike was taken apart to make sure the part numbers were correct.  and in fact there is a number that is on the cartridge  which you have to verify with legends for the correct part number.  All my parts were correct  for the 21 inch wheel.
 
Legends fix was
You can slide the forks up into the triple tree and maybe get 3/8 lower
or
you pay the dealer change the fork tubes to a regular RG and and exchange the cartridge to a Standard RG cartridge  but you might hit the front fender and cause damage ( What I was told from Legends)

People are getting the wrong information from different sources. 

My information is from Legends not from any backyard mechanic or private owned shop. ( NOT KNOCKING ANYONE)
I have owed and worked on plenty of bikes  not saying I know everything but my information is straight from the company

Legends has two part numbers for a reason.  One is specific for the CVO 21 wheel and it is shorter

With a 21 front wheel you have 1" shorter springs to keep the trail and rake correct.  I knew this before I built my Fatboy with a 21" front wheel long before the CVO road glide came out with a 21 front wheel.   Check the Harley parts catalog for a 19 CVO Road Glide  And a 9 Road Glide, part numbers are different, because he CVO is an inch shorter springs so trail and rake is correct
It was almost 2 years after the 18 CVO with the 21 wheel came out before Legends had the part number for the 21 inch wheel cvo.

I have legends in my 19cvo rg with a 21"wheel.  It's perfect when installed properly.   Couldn't be happier.

Yes I agree with the 2 part numbers.  Again everything was taken apart and the part numbers were verified by Harley legends and drag to be the correct application for the bike.

unless cartridges were marked wrong which I doubt cause Legends did admit the ride hight changes and it is not in any of their part details .

I have rear legends on the bike and love them

If the OP is correct and Joker are correct and if if it does make such a difference that it completely handles differently at low speeds and they don't even warn you, why would anyone deal with Legends? There has to be another explanation. I know they wouldn't be getting any of my business.
Think of the liability Legends would have.

Exactly!  With as many people running Legends on this forum if this were a common occurrence, there would be threads all over the place about it.

I totally agree  I have searched and found nothing.  Just spreading some details and hopefully help others
