Check and temp light STILL ON

I have a 2015 CVO Limited with only 15,000 miles. I bout a year ago and have really been enjoying it. In October, a bunch of friends and took a trip and I put about 1000 miles on it in four days. The last day, on the way home, the CEL and temperature light came on so I pulled over and checked everything out. I already knew these bikes were prone to having issues with the water pump, so after making sure the fluid was good, and nothing obvious wrong, I made the decision to continue on with the last 100 miles or so to get home. When I got home, ordered a new water pump, thermostat and coolant temperature sensor. When everything was delivered,I replaced it all, confident the problem would fixed. I hopped on and went for a test ride. After about 8 miles, the lights are back on.  Today, I finally had enough time to replace the head temperature sensor just in case, but once again, both lights on after about 10 miles.
I have done the engine OFF test and the water pump and fans work, but they do not come on while the engine is running, even when the CEL and temperature light is on. I felt of all the hoses and they very hot to the touch but the fluid in the overflow reservoir and the radiator cap are both cool.

I'm lost. Does anyone have any ideas?

As far as I recall, when the later pump is installed, you no longer have a thermostat. It's a few years since I replaced my pump, so memory is hazy - but maybe you need to remove the thermostat.... I'm sure someone with better knowledge than me will answer though.

Which means the coolant is not circulating. As you have already replaced the M8 waterpump assembly and have tested the Fan and Pump for functionality,  there is a procedure for bleeding off the coolant system to get rid of air bubbles that might be keeping your fluid from circulating. Good luck with fixing your bike.

There have been issues with the wiring getting pinched by the fuel tank causing warning light to come.
The throttle test should cause the fans to come on but there's no guarantee the pump impellor is actually turning.
One failure is the pump wires break and then the fans won't come on.
On my bike the impeller actually quit turning/broke off internally. So the fans came on, the pump motor turned but no flow of coolant.
With the bike hot, use throttle to turn pump/fans on and verify the air flowing thru the radiators is warm/hot.
Without water circulation, the air will won't be warm/hot.

The replacement water pump is NOT the upgraded M8 version. I was not able to find the 26800107 part number in stock anywhere but did find the original version. I guess the new OEM version could be bad as well, but when doing the engine OFF test, the pump is definitely coming on. I can't tell if the pump is on or not with the engine running, but the fans have never come on with the engine running, even if the high temp light is on.
The only code is the P1019 code.

I believe either the temp sensor on the radiator and/or the one on the engine will set the CEL and temp light. If engine is reading higher temp than radiator the lights should come on. Pretty sure either radiator sensor or engine sensor will signal pump to come on. You say you know the pump comes on during engine off test. So you verified warm air coming out of radiators with a warm bike.
I would still check wires under tank. I've seen frayed/broken under tank wires cause the exact issue you are describing.

Thank you to everyone for your help. I pulled the gas tank off today and traced the wiring from the fans and pump, as best as I could, all the way to the fuse block. I did not see anything obvious but unplugged every connection I came across and plugged it back together. I put everything back together and and went for a test ride. The same lights came on again but I shut the engine off and did the engine OFF test to see if the air was hot or cold and it was definitely hot air. After it cooled off, I rode around the yard to see how long it would take for the light to come again but it never did. Amazingly, the fans kicked on, which is something that it's never done. I continued riding until the fans went off and came back on several times. As of now, everything is working and I'm not sure what I did, if anything. I am a man of faith and I did say a little prayer about it this morning at church.

Happy you got it working.
Now that water is circulating you might want to recheck water level in the tank.
