1/4 to 3/8" free play with 10#'s of pressure.  You need to do this cold and check the belt in several spots at the belt guard window.  Loosen the rh axle nut, then turn lh axle head to turn cams on each side.  Not being smart, but by the HD sevice manual for your year and model bike, around $60.00..  The best money you will ever spend (besides chrome).  Had to get that in there to keep FiredOOd happy.    :)

My manual says to have 5/16 to 3/8 of deflection with the bike on the ground and the rider on the bike.

The 06 SEUC says 3/16-1/4 with the rear wheel off the ground and 10lbs of force applied to the belt where the window is.

When you get the right side cone nut loose, torque to about 20ft lbs, adjust the tension by turning the LEFT nut...after you get the belt right, then HOLD the left one while tightening the right to specified TQ setting....100 ft lbs will do the trick according to my manual.

I just got done putting a new rear wheel on, so this is still fresh in my old mind.

Some dealers can f'up a steel ball with a rubber mallet...
