Here are a couple other quick pics of the spacers that Terry can have made. I actually did not need them on mine. My Rineharts have a bend in them very similar to the stock head pipes that gives plenty of access to the spring-loaded locking mechanism on the pegs. Also, the pipes run very close to the frame, more so than some other Rineharts that I've seen. So, depending on the design of your Rineharts, you may be fine without these spacers, but similar to the Kuryakyn spacers for the rider footboards, these give a little more room for the passenger, as well as helping avoid black boot marks on the shiny pipes!
One thing you want to keep in mind with the 4561s is that those are an extended version of the STANDARD Electra Glide passenger footboard mounts, not the more stylish mounts that come on the SEEGs and '06 SEUCs. What this means is you'll have to then get the other (right side) mount in chrome from your Harley dealer and then get the 7926s, not the 4570s. So, to make a long story short, the spacers that Terry can get you will end up being the cheaper route to go, if you need them.
I had mine powdercoated gloss black to match the frame:
