Since the frames, are generally selected randomly from the general production, there is not a particular group of numbers that are differentiated or clustered for the CVOs from the rest of the production.

This is what I know for mine:
EXAMPLE  "1HD1PGE323Y123456"

*1 indicates made in the U.S.A.
*HD indicates Harley Davidson
*1 indicates the engine size (901 cc & larger)
*PGE3 is the bike model (PGE3 is Calif. FLHRSEI2)
*2 (or any other number in this spot) is the check digit
*3 is the year (2003) or 2 if you have a 2002
*Y is the assembly plant (York, Pa.)
*The last six numbers are your sequential number which id your bike
 and they are assigned by the Mo Co.

and I know it is a 49 state 2002 FLHRSEI  so can I assume =PD ?
95 ci = C ?

According to my owners book the first digit would be a 1 or a 2, not indicating made in the USA but 1 Made For US sale, and 2 for export markets.

You are right "My Bad" the first digit is the country of origen

1 being the U.S.A.
2 being Canada
3 being Mexico
