These modules work by modulating the voltage delivered to the lamp.  I.e. in run mode the lamps get 12v, at say a 50% duty cycle, so the lamp will appear dimmer.  In Brake mode the duty cycle will be 100%.  To fix the HD module, you would have to reduce the dim mode duty cycle, probaly not an easy mod.  Take a look at the Badlands Illuminator module.  It performs the same function as the HD module (only better) and also has a load equalized so you can run LEDs.  It also just plugs right into the rear harness.

Mattm,

Thanks for the info. With all the members on the site, I knew we had to have a true electronics guy here. Thanks for the explanation. In my Circuits 101 mind, I was stringing resistors and diodes together and it was getting really messy.

It now looks like I've got more options to consider. Thanks for the help.

Chief, thanks for asking the question.  I've got the H-D module, and while I've got a tour-pak spoiler on the SEEG which creates some differentiation when the brakes are applied, I still don't really like the overly-bright running lights on the turn signal.  Apparently, H-D messed up again, and there's no reason why the light level can't be the same on everything back there, based on the options that Jim and "mattm" have mentioned.

Let us know which one you go with.
