I would agree with Jerry, try checking it several time rotating the wheel about 80* each time, see if you get the same measurement.

Are you checking it with the rear wheel hanging?  The belt tension will change some throughout the travel of the swing arm.  If you are checking tension with the swing arm in different positions, the tension will be different.  I always check belt tension with the bike sitting on the ground.  Try it and see - the tension will vary relative to the position of the swing arm.

True, I meant to just move the bike so the wheel travels about 80*.
