Suppose most of the locals don't really think about but we're in a geographic pocket surrounded by by major pipes.  More than one service point off the pipes too.  So delivery costs are comparatively low and supply is rarely a question.  Obviously no local refining nor anything like that.  Just in a good spot for distribution.  Places an hour up the road in Springfield or down in Oklahoma are often even a bit cheaper than we are here.

But you also have specific state laws requiring where the refined product you buy comes from and further requiring things done with that refined product that most everyone else does not require.  California ain't normal...
