Ive got power from the bike so I think its the fan. FYI I called Eastern who I bought it from and the warranty is only 30 days. I guess I am going to pry that motor out and replace it. 
I'm not sure about the V-twin fans, but auto aftermarket fans all run through a relay. Most switches do not handle the load of the full motor amps.
As a general rule of thumb, you'll draw 1 amp per 100 cfm. (1k cfm = 10 amps)
Also all the temp sensor switches I'm familiar with are a grounding type switch. That is that the relay has power to the relay coil and the sensor or switch grounds out to complete the circuit and activate the relay.
Because of its size, the relay may be internal, not sure though. Did you install it or dealer? Do you have a schematic? These are not that complicated that a bulbed 12v DC circuit tester to do the quick checking.
