Is this the "tonnage" License?
In the USCG world, tonnage has nothing to do with weight (that and many other words).
Tonnage is an archaic method of measuring cargo capacity (volume)
The "license" is issued upon succesufully completeing a 4 part test (diffulcult) proper completion of paperwork (very diffulcult) And now a DHS background check (

depends on your history).
The tonnage on a license refers to the expiernnce level.
eg - if all your days at sea are limited to being on a small boat your license will be limited to 25 tons, the first step.
The beginng stages are 25 - 50 - 100 - 200 -500 etc, 200 and above are much more diffult to obtain.
Most "6-pac" charter boats (sport fishers) fall into the 25 ton cat.
The head boats you see are usually just under a 100 ton rating, for a good reason, and typically under 100'.
