On my 06 CUSE, My dealer recently updated my radio with H-D's most recent udate version
V8.19...... Radio operation is all good but i did notice the volume level is not playing as loud ? Talking with some knowledgable CVO riders it was mentioned that the most up to date download does not mean that is is the best ?
I was informed that for my year the V8.9 performed the best ? Not quiet sure where to go with this. I would like my level of volume back to it's peak (The best that the stocker can give) But if the older update is going to cause any other technical difficulties is is worth it 
Any rider experience out there with same year and update concerns ?

I could very well be wrong here, but from what I understand, non of the updates affects the volume capabilities of the radio.  My guess is they set the AVC back a notch either when they did the setup or the update itself did.  Try pushing the volume handlebar button and cycle through to AVC and then set it all the way up at four.  It did the trick on mine.

Go in and adjust (Check) your AVC setting on the radio 8.19 was the last upgrade offered in early 2007, Fixes included since the 7.4 orginal load was for the AVC, MP3 Filenames, Cb issues, Intercom Issue's - If the volume does not increase while in motion --That is controled by the AVC setting. More infor on the HK radio and all setting are found in your owners manual.

I should have been clearer, Volume does increase while in motion, I have to increase volume higher than before for optimum performance, Hope that helps

That Might be a problem with your HK unit rather than the software upgrade- Since the dealer did an upgrade, what else did the dealer do(Service wise) perhaps your amp is unplugged or damaged?

I had them install the updated amplifier cable cover that plugs into the amp on the right side with the new version on the 07/08 CUSE 
The 06's had a ugly flimsy rubber boot.
Other than that  just did the software update.
