I don't think so. The letter to the dealer clearly states crankcase bolt, not crankshaft bolt/nut.

The following may be a lot of smoke blowing out of my azz, so take it with a grain of salt.
The reason I wondered about the crankcase bolt was that I've read of a significant number of them "weeping". My theory is that when the cases are bored for the oversize cylinders, some of the castings have a break-thru that exposes the center bolt to crankcase oil mist. Since the bolt isn't normally running in oil on a standard bore engine, normal installation doesn't include a gasket or sealer (at least not in my shop manual). It would seem to me that a simple gasket under the head of the center bolt would solve that problem.
BTW, the attached photo is included only to help visualize my theory. The photo isn't of a current model engine, but the idea is the same. The red arrow indicates where the tool broke through into the center bolt cavity.
