What is a "panniers"?

I believe that is the "Queen's English" for saddlebags.

Are the bags stock or aftermarket?  I could be wrong (and I usually am), but I believe most bags are waterproff to a point.  I use liners anyway for long trips.

Panniers are what we Americans call saddlebags. The rest of the world calls them panniers. If you have ever read anything about European bikes you must have surely seen that.

My Road King has leather panniers and I would say they are reasonable water tight. They do have a rubber seal. I road for several hours in the rain on a recent trip and there very little moisture in the bags. I would recommend keeping camera, cell phone and such in a waterproof bag.

You can also treat the out side to help shed water, Sno-Seal is a good product although I'm sure there are others. I use this on hiking boots and X-country ski boots, works great. After applying you heat it with a hair dryer and in draws right into the outer layer of leather.

You would think the world would call SADDLEBAGS... SADDLEBAGS if that is what the manufacturer calls them.  Sorry I must just be uneducated in the Panniers.LOL

And I've never warmed to the term "lorry".  "Truck" sounds much better.  "Immence Lorry Match" doesn't have the zing of "Monster Truck Rally".  See if you can do anything about that please.
