oil pressure indication help

since the first head gasket repair in march '08 I have had lower than normal oil pressure indication.  the dealer checked it with a mechanical gauge and found the oil pressure to be >32 psi at 2000 rpm.  they changed the sending unit, but the indication was still low.  after the "upgrade" they changed the gauge, and guess what the oil pressure still indicates low.  I borrowed a calibrator from work and found that if I put 35 psi into the sending unit the gauge read around 16 psig.  this was with the sending unit removed from the bike and grounded with a jumper cable to the engine.  I also did the grounding of the green and brown wire to the engine and the gauge did deflect full scale.  Does anybody have any ideas as to what might be wrong?????????????? because I am tearing my hair out and I don't have that much left to start with.
