I have a general question about noise controls.  My wife and I are planning a touring trip in the US and I'm concerned about riding in states where our bikes may not be legal.  What should we do/not do and what should we look out for.  I suppose my greatest concern is that I ride a bike in one state where the noise is no problem and then ride to California and get fined or have my bike impounded or some other thing.  Any feedback/advice greatly appreciated.

I believe the [legal] answer is the mufflers must have a EPA stamp on them. For the most part no one is enforcing that. I have ridden Washington Oregon,California,Idaho and Montana, on a regular basis and no problems.
