Try K&N, they have what they call "Drychargers" in Black, Red, Blue, and Yellow for various sizes of filters.  Scroll down the page until you get to the Drycharger version, the Precharger is just a dust cover and isn't water repellent.

They work, but I can't find one for my filter, so if the rain is hard enough to drowned my bike, I pull over and get a beer!  If anyone knows where I can get one to fit over my Power PACC filter let me know, thanks.

Jon, in natural light, is your rain cover black like the original equipment CVO Road Glide rain cover like the one in the picture above yours?

I have been racing racecars for years that often run in the rain.  What happens is that when running in rain, LOTS of wet silt and gravel get between the pleats of the filter and the vibration helps the gravel destroy the filters.  The pre filters protect the filter from most of this.  I always run a pre-filter all the time on the Harley.  It needs to be cleaned often.

Not sure how much it helps with a full cover, most are used on open element filters. I ran a per filter on my dirt cart kept a lot of dirt and mud off the filter.

If it even looks like rain I put the cover on the heavy breather before leaving.

I put mine on yesterday because there was a chance of rain in the forecast for this week.

Once I got it on the bike, it looks good on the Gray Ghost and it doesn't hurt performance. So, I'm leaving it on!
