Thanks, Larry.  I'll tackle the license frame after my hand quits bleeding, damn baffles are sharp!  Yours looks good.  I agree, drilling the fender would be easier.  If you didn't use the stock backer plate, did you do anything special on the wiring or is it just there?

there's a small enclosure behind the light under the fender, dismantle it all, it house the connection for the light,  I used the stock connection and cut is as far from the connector as possible to give you plenty of play, and oops, room. the length of the new plate wire should be more than ample. Now you're going to have judge where you want to make cut so as leave enough slack, twist, solder, heat wrap, you can reassemble the housing and put connector back in or        do what I dd, slid a large diameter heat wrap over the wire before connecting and when done, slid it over and hit it with the heat gun, zip tie with loop in wire, I'd like to get some kind of insert/isolator for the wire as it goes rhrough the fender, but for now heat wrap.
Many of my friends are very critical about the scoots and would surely tell me if it looked mickey mouse.

What is that I'm supposed to be heating....looks like a breast implant.  Me likes breasts.  Drill or not to drill, that is the question....only my fender knows for sure.  Show you soon!

Greg, got the plate frame this morning.  Now I can see what you were taking about.  I will definitely drill the mounting plate.  The scratch is a non issue and it's fixed already (thanks Larry).  As I hold it to the fender and look at the positioning options, I take it that you ran your wires back through the original hole.  When you stand at the rear fender looking straight down, can you still see a small part of that hole and the wires?  I know you made your own backing (tape) and wondered if any part of the hole was a problem.....Oh....another UPS truck.....that must be baffles from Steve.  This is getting more like Christmas morning all the time......Thanks Greg
