What is this part?

I know...I should have taken a picture.  What are the 2 little black arms that are under each saddlebag latch/handle?  I don't know why I never noticed them before, but I saw them today and I have no idea why they are exposed.  Or shouldn't they be exposed?

They're called rub bars or rub strips; something like that.  Just an insulator between the latch and the surface.

I tried locking the bags to see if they would go away, then I tried to move them by hand.  So, they are just there so the handle doesn't hit the paint when you close the bags.  I guess I'll just have to pretend that I never saw them.

That's it.  They slide on a little metal finger that protrudes down.  Just an insulator.
