I dunno how this guy can ride safely. I know I would be uncomfortable in this position and can't imagine trying to maeuver at low speed, including starting from a dead stop and coming to a dead stop. This is just plain scary, if you ask me.

In Tennessee, the law once limited handlebars to 18" above the seat height. That law was repealed a couple of years ago. I don't think the state has any restrictions now.

Most cops I talk to go by the " hands below the shoulders" rule of thumb. Obviously, this guy is the dumbest goon on the planet (or at least the dumbest H-D rider)

Daytona Beach use to have a handlebar height law and would take you downtown (jail) to post bail if you were in violation.  Don't ask me how I know.  :'( aaaaargh.  spyder

I'm not sure where that guy's from, but here in the St. Louis area there's a guy with a yellow bike with the same setup and same exhaust.  I've seen him at the Rat Run several years.  This guy has a jockey shift and foot clutch.  I didn't see it, but someone that knows him said that he's dumped in a parking lot a few times.
