I cannot explain...

So, I have a rental property....

My renters have been complaining about the neighbors,

So i stopped by today.
Here's where it gets weird.

My neighbor is on his roof, with two satellite dishes and a monitor.
He is on a cell phone, checking the monitor....and adjusting the satellites constantly.

He does this every day , snow or shine... He was up there yesterday in 5 degree weather.

Any ideas on what he could be doing?

First he's got to get the chance.  If his hands are full of monitors and meters and sat dishes he's only got a hand gun and anyone with antagonizing him surely has the sense to be on the ground with a long rifle.  Besides, the goal is just to get in his head.  And it's hard to believe it's not already half open.

Anyway, the resolution is too low for the distance it was taken from.  Already tried.  Not enough detail/data to have any fun.
