Thanks Jacques, The only thing I can find on Google is the article below which explains the flap valve operation but I cant find anything else. If you have any links I would be grateful.

"But the most interesting new feature, or pair of features, are butterfly and flap valves in the exhaust and intake systems - used not as performance aids but quite blatantly to quieten the bike at the speeds and rev levels where noise emission tests are carried out. It's an unequivocal bending of the rules, but perfectly forgivable because, one: the bikes sound great, two: they're not remotely offensive the rest of the time, and three: Harley has extended its social conscience by toning down the sound at urban speeds regardless of the regulations.
The valves themselves are simple, solenoid-operated devices, but the parameters they perform to are complex, depending on throttle opening, engine rpm, road speed and gear ratio, with noise emission requirements dialled in too. Sometimes the exhaust valve closes to quieten things, sometimes the intake valve and sometimes both. Give the bike a handful of twist grip in a low gear and it decides it's at an urban speed so the valves muffle the decibels. Do the same in a higher gear and it blats and thraps.
All the Big Twins come with the six-speed transmission, fitted last year to the Dyna range, and a new design of belt final drive, which uses carbon-fibre instead of aramid. The clutch mechanism is redesigned to reduce lever effort by around 7 per cent, and all the '07 models are fitted with a security system that only allows the bike to be started if the key fob is within a radius of five feet."
