Handlebar bolt check

Anyone know how many parts I will have to remove to check the torque on the bolts that mount through rubber attaching the handlebars clamps to the upper fork bracket?

Jim-

I am not near my bike, but you may just be able to cut the front wheel all the way to the left and right to tighten the bottom bolts that go thru the upper fork and into the handlebar risors.  You may have to remove the lower inner fairing cap and ignition knob.
I changed the risor bushings from the bottom in just doing the above.
