Is their any way to put harley navigation disc's on a memory so nav can run without disc's having to be in radio?

It's hard to believe it doesn't do that without any modifications.  I believe the simple answer to your question is no.  There's probably a way if you were able to wire in a hard drive to the radio unit and mount it inside the fairing.  What a screwed up NAV system.  At least it sounds like yours works.  Mine won't even read a disc to get it started.

The nav cd needs only to be in the unit during actual programming of a destination and subsequent calculation of the route. You can then remove the nav disc and load a music cd. Only if you change the destination, the nav cd must be loaded. The system will actually prompt you to do this. Radio can be used at any time.

Radio and an auxiliary connected iPod always work.  The CD loads the route and local areas, then can be removed allowing you to insert and play a CD without the GPS disk being in the drive.

One bad thing, about when you realize the detour you were forced to take is no longer marked is also about when the GPS prompts you to insert the disk as you are now beyond the area that was loaded into memory.  Bit of a hassle if it's in the Tour-pack, but I guess it's better than having no GPS.
