As said by many others, the Fullsac 2 inch cores and the non-cat header make a great combination of sound and performance for a relatively low cost. The guys at Fullsac are a joy to work with. You will need a tuner.
If I were doing it all over again, I'd use Mastertune - solely based on what I've read here. I used the SERT, mainly because I had bought one, software, etc. The bike runs fine, but it is open loop. It's a lot cooler than before.
You can do Fullsac and Mastertune as a package and get a lot for your money and excellent customer support from people that frequent this site.
I used PowerCommander on previous bikes (III not V) with mixed results. I've used ThunderMax twice, once with excellent results on a 103 softtail, another time with so-so results on a 2007 SERK. However, to understand the dark side of ThunderMax, read TwoLaneRiders older thread (long - but entertaining and worth the time). My recent experience was 180 degrees different - at least in part due to improvements in their software.
But, if you want open loop on a fly by wire bike, I believe Mastertune has the best track record, a more mature product, and (probably) a lot better knowledge of the H/D ECM than other competitors. PCV is relatively new, but Dynajet has been working with H/D and other bikes for a long time. They will also be around for a long time.
Finally, the ECM technology and the after-market tuning technology are advancing very rapidly. The best product today won't necessarily be the best tomorrow. But, a good tuner, with a product they are comfortable with, can set your bike up right now. With open loop, it will remain right until you trade the bike or make drastic engine mods. If/when that happens, re-evaluate technology and products available. However, don't postpone getting your bike tuned by a competent tuner to improve both comfort and performance.
Diamondback is right - you shouldn't have to spend the extra money on aftermarket products. But H/D is not alone in that area. Superbike riders also buy aftermarket stuff to work around their electronic limitations. BMW and sport tourers farkle their bikes beyond end. I guess none of us are ever satisfied.
