Throttle handle problem

The throttle handle on my 09 SEUC is loose.  Just the chrome and rubber part.  It keeps sliding down, towards falling off, and exposing the black sleeve underneath.  It's also twisting on there, which means if I start with the Harley Davidson etching showing face up to me, after riding a bit, I'll now find it on the underside of the bar instead.  I just got the bike back from 10,000 mile service and by the time I got home with it, there was about 1" of the black sleeve exposed.  This has never happened prior.  Is there something that they could have done during the servicing that would cause this?  I have pushed it on as far as it will go and twisted it back in place for the etchings to match up on each side, but there is still about 1/8" black sleeve exposed and after riding, it slides back down and twists again.

Has anyone else had this problem or know a fix for it?  I am doing everything I can to avoid the dealer, as they screw up something else everytime they touch my bike...EVERY TIME!

Did they perhaps lube the mechanism (or worse, think there were throttle cables in there) and get some between the sleeve and grip?  I'd pull the grip off, clean it up and re-install it.  It's supposed to come off with some difficulty, so I don't know if I'd add any adhesive, but maybe some near the inside end if I had to.

That's what I was wondering too...if they got some lube of some sort in there...somehow.  It's a very tight fit, even trying to put it back into place properly, and it's almost surprising that it moves.  I can't get it to go the entire way on though, as when you push it in, there is a little play in the black sleeve that also moves in, so you can't get it to go on the entire way.  I'm thinking that to do it correctly, the sleeve has to come off also, then put the handle on the sleeve, and then reinstall the sleeve...but doing that leads me to a potential screw up...I don't know how yet, but then I never do.  I don't think I want to play with removing the sleeve with this throttle my wire setup.  I don't really know what's in there...that's what scares me from trying it.

pull it down,  clean it off,  then take a little dish soap and rub it on.  it will slide back up fairly easy.  let it sit over night and dry.
