A few weeks ago at a rally, we had 10 bikes in our group and we just pulled up on the sidewalk at the end of the block and parked them in a row.  A few of the guys were nervous about it and I simply told them that I would bet the entire block would be filled on the sidewalk before we walked away.  Sure enough, while we were still doing our odds and ends before leaving the bikes, the entire sidewalk was full.  I'd say at least 75 more bikes followed our lead and I figured it was going to be difficult for them to do much with that many bikes parked there.  Later, I stopped at my bike to drop off a t-shirt and when I came back to the group, I was muttering about those mothers ticketing all of our bikes and that I thought $275 was a ridiculous fine.  After the group panic, I told them I was joking.  I thought someone was going to drop me right there.

Some things I just can't resist.  I saw that inquisitive look on a few faces as I walked back to the group.  I could just tell they were waiting for me to tell them our bikes were gone.  I just don't think I could have lived with myself if I didn't take advantage of a perfectly good opportunity to screw with everyone.

In most European countries it is perfectly okay to park on the sidewalk, if there is enough room for strollers and wheelchairs to get by without problems and there is no traffic sign to expressly forbid it. If you'd be in Italy or France you'd be surprised as to how many bikes (and scooters) can be parked on the sidewalks near an intersection ;-).
In the U.S. I never use the sidewalk for parking, unless instructed.

PS: I Germany they would not tow the bikes with the owner present, rather collect all the money due for the towing and let you go your ways, with the parking ticket in the mail. That however applies only to cages, as I've never seen a bike towed because of a parking violation.
