Try an internet search for "motorcycle extended warranties" or "motorcycle extended service agreements".  I think you will find that $1400 is pretty steep for a 2 year plan on an '07, and other companies might give you 3 years for that price.

I bought an 07 SERK last year with factory warranty about to expire.  Got 3 year unlimited miles with $50 deductable through First Extended Service Corp for about $1200.

H-D doesn't have anything to do with it.  If you mean dealers, that is usually a store by store thing, as they can individually choose to participate or not.  That is one of the most important items you need to find out from the aftermarket service plan administrator before signing on the dotted line, where specifically is their plan accepted?  What you will probably find with many of them is that they will let you get the repairs anywhere you want, including independents, but you may have to pay the bill and then submit a claim to the plan administrator for reimbursement.  This sort of thing has always spooked me, since there is no guarantee you will ever see the reimbursement.  The so-called "extended warranty" field is filled with marginal operations that could fold up the tent at any time, after collecting everyones money up front.

The reason so many folks just go with the manufacturer endorsed plans is that unless the manufacturer goes under you can feel reasonably assured that the plan won't disappear overnight.  If you can't go with the "factory" backed plan, then definitely do some research on the company you are considering before any money changes hands.  Kind of like buying life insurance, you probably don't want to buy a policy from "Vinnie's Insurance and Extended Warranties".
