Massachusetts (he he) basically legalized it.  If you are caught with less than an ounce it is a $100 fine.  If you refuse to give your identity, you basically walk away.
My friend is a police chief.  He says it's ridiculous.  These legislatures have no clue how to craft legislation.  Now local municipalities have created their own local penalties.

Hemp has a high BTU value, very good bio-fuel for thermal energy...also very useful for green diesel, textiles as good as switch grass..

Decriminalize it and let the cops catch real bad guys versus stoners...jussayinzall...
