Any suggestions to finish this rear end off. The licence plate will be under the tail pack when i get a new one made is there a fender trim i could add (09) HID

Like my 2007, your International Version tour pac looks a bit naked.  I might suggest twin led bars on the outside corners.  Your "hard" tour pac will have to be done a bit differently than what I did for my leather-covered tour pac but if you search for the posts under my name, you will see some pictures to help you see the kind of look this will give your bike.

Harley offers new led taillights for tourpack like on2010's that would look good.

If you removed the saddlebag guard rails, you could easily add the FLHX/FLTRX fender fascia w/ tri-bar LED to the rear fender.  Parts cost in U.S. would be about $200 plus cost to match paint of your bike.  You can retain the guard rails, but would need to cut holes in the filler panels to accommodate them.  Cutting the holes has been done before by others as a DIY project.

You can also replace the black plastic bolt head cover with an HD cloisonne.

Thanks for the response i have installed chrome fillers with slots already so i will look into the light bar fender tip i installed one on my 08 but i didn`t know what was available for the 09 >

  When you say under tail pack do you mean under the tail light?  If so, that in itself will look great.  How about having a sign shop cut out vinyl scrip for the bike model is silver and put it on the black?

No sorry i should have said tour pack where currently the silver/blue plate is that i made up.
The HID UK bikes all have registration plates under the light but it is too large IMO and dominates the rear end i have a smaller reg.plate now but gotta put something wher you guys get the `clossione medallion`(someting else we dont get along with tour pack side & rear lights.

How about a rear spoiler with LED, not only looks good but lets those behind you see you better.

Just ordered it, Cyril (though it was 3 bikes ago!)  It's a protected part, so you need to quote your VIN,

I think this badge was from an older Road King and readily available, the dealer ordered it from the cataloge
