cam change question

I have a set of SE-255 cams I have left over from a big bore kit I bought.
Friend of mine wants me to install them in his 2009 Road Glide along with some adjustable
push rods. His 09 has a SE air cleaner and V/H slip on's He had HD add it all along with a reflash.
If I put in the cams would he need to add a tuner or would it be OK with the reflash HD already did?

Use the original pushrods, better and the SE rods are not needed. Easy to get the top apart to get them in and out

Will a tuner like a PC111 be needed or will be ok with the 1st stage flash he already has?

With the FBW bike I would not venture a guess. May be a wasted $150. The PCIII is not the PC V for the 09. We like the TTS mastertune here.
