looks like PA cost of doing business is allot fairer then the HD Dealers in Fla 
Kind of a strange labor charge; 167.28 / 65.00 = 2.57353846 hours. Most places I've ever dealt with tend to go with hours and tenths.
If you think about it, 2.5 hours to drain and replenish fluids is just a little on the ridiculous side. And just like those places who charge $400 or more for a 1000 mile "service", I'll bet these folks don't do the entire checklist either. So while this place isn't as big a crook as those other places, I'd say they are still making a killing for a simple oil change.
My recommendation is, if you have any mechanical ability at all, buy the shop manual and the few basic tools needed to do this stuff yourself. Even counting the cost of the manual and tools, you will spend much less doing it yourself, and you will also know whether or not the stuff on the checklist was even looked at. Or if you aren't the type who wants to try this yourself, find a good independent shop where they don't have the Harley mindset.
