The simple explanation is lack of back pressure.
Here's the Nascar explanation.
Exhaust pressure comes in sudden pulses averaging around 1200 degrees. The basic principal is to get the pulse to carry a good balance of volume,
velocity and momentum all the way to the end of the pipe. This tends to create a low pressure or scavenging effect in its wake, assisting the next pulse in getting
up to speed. Kinda like drafting for the second pulse. Too small, and your low speed velocity is good, temps are great, but your overall volume is restricted reducing overall power and speed, resulting in bump drafting. Too big, your 1200 deg pulse slows, cools, thickens, looses top end speed down the back straight and doesnt assist the next pulse in accelerating. You lost the draft! This affects low speed power the most. 2.0 cores typically provide the best overall balance of back pressure and power. But you already know this. The smaller diameter cans also have an effect as well. Something to do with rebound and reflection of absorbed pressure.
I know a Tuba plays the deepest note, so do the 4" cans. We all like it deep right?

I'll assume they need smaller baffles?
