Crank Runout confusion?

Hey guys, I just had my 07' FLHRSE3 in for the gasket recall.  It has about 2,600 mile on it before it blew out the rear cylinder gasket.

At my request and I paid for the service while it was torn down, I asked them to check the crank rounout at the pinion. 

Here is the result:

CK CRANK ROUNOUT AT PINION
CHECKED CRANK RUNOUT AND CHECKED WITHIN FACTORY SPEC AT .002
Labor $74.00
Gasket, Cam Cover $5.75

I'm reading various number as to what the factory spec for the runout is... Could someone please educate me?  I am at 20 thousands at 2600 miles, is this okay or not?

.002 is 2 thousands of an inch and is good enough for gear driven cams. (and not considered bad)

The MOCO allows up to 12 thousands of runout   .012 (which is bad, but good enough for the MOCO)

Harley's spec up to the 07 was .003 before they would replace the crank .. With the introduction of the new POS Cranks Harley changed the spec to .012 before they would replace the crank.   At least for a while you should have some piece of mind although I would check it again somewhere down the road.

My 07 shop manual says .003 but that was before all of early issues so the MOCo upted it like Harry said.

Was the runout checked with the cam plate installed? If so you got a BS reading, and got WAY overcharged. If not they did not charge you for the added o-rings that should be replaced when the removed the plate?
