I wasn't sure what H-D actually called it, so I dug up the old 2006 Tech Forum to refresh my memory.  They appear to be calling the '06 change "conventional forks with 3 way damping valves".  Sounds a lot like emulators in both legs to me, versus the previous system with one damper rod leg and one cartridge leg, with different oil amounts for each leg.  So I guess you'd have to consult the '06 Touring shop manual for the actual oil fill specs.  What I mentioned in my previous post was applicable to '05 models.
