Does anyone have an idea or link to 99483-09 Service Manual and 99600-09 FLTRSE3 Service Manual Supplement available for .pdf download or available on CD.

I don't know if that's what your looking for but here you will find - among others - 2001 to 2009 Touring Service Manuals downloads for 5 $ each.

Source seems to be genuine  ;)

I just checked these and I can confirm they are pdf files of the HD Service manual.  They are hot linked from the TOC to each topic.  They are very good quality and do not appear to be scanned images.  At $5 to $7 each they are a great buy!!
