I sent an e-mail to Dunlop about my tire cupping. Here is their response. Sounds OK to me.

Thank you for contacting Dunlop Motorcycle.
Your letter was forwarded to me by Goodyear Consumer Affairs.
I am assuming you have a Harley Davidson CVO Ultra Classic Electra Glide.
This motorcycle has a 130/80B17 D408 front and a 180/65B16 D407 rear.
Both of these tires are bias.
There are a few reasons that may have caused the cupping;.
1. Size change may be a factor.
We recommend any for any size change you contact Harley Davidson...
There are too many different makes and models of bikes for us to know how a size change will affect the handling, performance and wear on each or if it will fit properly.
2. Mixing radial and bias
(I was not sure if you have a D408 on the front or you have changed it)
Bias and radial tires have significantly different dynamic properties. They deflect differently, create different cornering forces, have different damping characteristics, as well as other differences.
For this reason, we do not recommend mixing bias ply and radial tires on the same motorcycle unless it is with the approval of the motorcycle or tire manufacturer.
It is also recommended that a motorcycle be used with the type of tire construction that it came with originally.
3 Elite 3 is not recommended for this bike.
the ELITE 3 tire is not designed for HD vehicles and is not a recommended fitment.
4. PSI
The recommended psi for the rear of the Harley Davidson CVO is 40 .
