OK guys, after calling around umpteen places I finally found a dealer with both bags. Here's the scoup...

They are twins, with the exception of a few little things.

The new bag had a nicer handle. The trim on top pocket on the old one had a leather strip with the harley logo, and the new one just has the bar 7 shield without the leather strip. The rain cover looked slightly different, bit still was in the the right pocket, with a tether. Then the old one came with a shoulder strap, and the new one does not, but is available for $14.95.

The only real difference was the mounting straps. The old ones had alot of adjustment, and had a connector on one end, and wrapped around the rack, and the other end had a clip that connected to the D-Ring.  The new one had the one connector, but only a very short strap, with a loop in the end. The idea is, you wrap the loop around the rack, pull the connector through, then pull the connector up to the mating one on the bag.  I tested it on a new std Ultra with the stock rack and it works fine. However, there wasn't much extra length, so I think I'm going to have a problem with my smaller contour rack that came on the Leather Tour-Packs in '06 & '07.  The description says it works with all racks except the mini rack, but 53100-96, but I don't know.

The bottom line is, for those with the standard racks, definitely go with the new bag that's $30 cheaper.  For all intents and purposes, it the exact same bag with a nicer handle. For those with the old bag, don't bother upgrading as it's essentially the same thing.  I'll circle back after I test fit it on a '06 rack.

As a final follow up[, I bought the new bag, and even with the shorter straps, it works just fine on my 2006 with the smaller Contour rack. Got 20% off at the local dealer so for $175 with tax OTD, I'm pretty happy.

For the sake of others, I figured I'd update this thread.

As mentioned earlier, I did end up purchasing the Harley-Davidson Tour-Pak Rack Bag #93300006.  It fit the smaller Leather Tourpack rack fine, and used it last summer for touring.  However, as mentioned here:  http://www.cvoharley.com/smf/index.php?topic=72622.msg1003397#msg1003397  The plastic tub inside of the bottom of the bag began cracking.  I mentioned it to the dealer, and they kind of blew me off at first, so knowing I had a 2 year warranty, I just kept using it until the end of the season.

By then the bottom of the bag was completely cracked up and was a mess.  All of the cracks were line up with the bars on the rack, and I suppose as a result of the wind buffeting. Either way, the plastic is just some cheap formed styrene sheet, so  I guess that was to be expected.

So I put the pressure on for them to replace it and I finally got a new one around whent he bike when into hibernation for the winter.  This weekend, I took out the sealed box to get ready for a Memorial day ride, and found the new one was cracked already, and the box liiked like new.

So I brought it back yesterday and told them to refund the dough.  I'm not sure who Harley is using now, but it's junk.  You mileage may vary, but I'm looking elsewhere now. With the smaller rack, my options are rather limited, but perhaps the Tbags Spacesaver might work.  Bummer.
