Rinehart rear mount?

Came home from a short ride yesterday and realized that I lost the bolt out of the rear head pipe mount for the drivers side pipe.  I know that there has been some discussion on this rear mount and I have spoken to a few people.  When replacing this bolt I will use a locking nut and loctite.  However I have heard not to run it up tight.  Can someone help me with this quesiton?  Other than the locking nut and the loctite what is the trick with these rear mounts/bolts? I assume your talking about the bolt from the pipe to the starter bracket? If so than yes, hand tighten and use red loctite to keep it there.
