You don't, and you don't rely on BS unenforceable laws either. Now that the genie is out of the bottle, so to speak, and over half the population can't survive if they aren't constantly plugged in to the network, the only answer is to use technology against them. As in adding blocking technology to devices and/or vehicles that won't allow the devices to connect while the vehicle is in motion. It can be done, but it will probably take governmental intervention to make it happen. Sort of like seat belts and eventually airbags in cars, which never would have happened just waiting for companies to do it on their own. BTW, the cell phone laws in Chicago are typical of what I would expect considering how folks flaunt most laws these days. If you drive up I-94 into Chicago on any day at pretty much any time, you will find it almost impossible to count the number of people holding cell phones up to the side of their heads. This has been illegal around here for about 8 years now, if I remember correctly, and I've never seen any statistics that indicate anyone is enforcing the law.
BTW, it's not just cell phones either. I've driven down the highway behind clowns who have DVD's playing where the driver can watch the movies, even though that is also illegal. I've also watched clowns reading the newspaper or a book in rush hour traffic, shaving, applying makeup, and pretty much anything else they feel like doing without regard for anyone's safety. The fact that many of us have survived long enough to rant about this stuff is amazing in itself.
God forbid that the twits can't tweet whenever they have some really stupid thought pop into their feeble brains.
