Was traveling I 95 a few times in the last month or so, and notice this speed trap camera set up. did not think is was legal when I saw it , did a little checking, makes for a nice story............

South Carolina: Internal Emails Reveal Speed Trap Profit Motive
Internal emails regarding Ridgeland, South Carolina speed camera system shows profit drives deployment decisions.

An ongoing federal lawsuit against the speed trap town of Ridgeland, South Carolina uncovered internal emails last month that shed light on the motivation behind the state's only photo enforcement program. Since July 2010, Ridgeland has allowed the private firm iTraffic to operate a mobile speed camera van on Interstate 95, despite a state law outlawing the practice and a pair of attorney general opinions warning that the photo ticketing was not legal (view opinions).

The lawsuit filed by attorney Pete Strom in December has been expanded to reflect information recently gained from the discovery process. iTraffic has an unusually close relationship with the town and its mayor, Gary W. Hodges. For each ticket issued, iTraffic receives 50 percent of the profit from the $100 to $300 tickets and takes a 66 percent cut on any overdue collections.

Although Hodges points out in his public comments that "police officers" man the automated ticketing vehicle, those individuals are paid by and under the control of iTraffic. In an October 15, 2010 email, iTraffic CEO William Danzell issued orders to Officers David Swinehamer and R. Lowther.

"Starting today please fill out and sign a time card at the RV when you arrive and when you depart," Danzell wrote. "Your iTraffic 40 work week is determined by the hours deployed. The time cards will be delivered to Jason Cox by you for each day of work. Thanks. Bill."

In an October 18, 2010 email to Ridgeland town administrator Jason Taylor, Danzell made it clear his primary motivation in deciding when and where to place the cameras was generating the maximum possible number of citations.

"Just a follow-up to our lunch on Friday," Danzell wrote. "We should be consistently be delivering 120 to 130 tickets to Sandy on a daily basis. The potential is 200 but further improvements are required in the backoffice to achieve this number. We are working on this... but, we are not there yet. I'll keep you posted. Bill."

Another iTraffic employee, Jason Cox, ordered a change in the police officers shift in a January 17, 2011 email.

"If possible, I think we should move to 24 hour Friday-Sunday deployments," Cox wrote. "The numbers show (last week's data) that we will get a 50 percent increase if we move the weekday deployment to the weekend."

Strom's lawsuit argues that the "I-95 Speed Trap Enterprise" violates racketeering statutes by engaging in mail fraud to obtain money from motorists under false pretenses. The suit argues that each mailed citation makes fraudulent claims regarding the legality of the tickets and the consequences of failing to pay. South Carolina law does not recognize the service of citations by mail.

I just came through that area today from Charleston and they were up as usual...I travel that road 3-5 times a week and they are rarely not there.  In addition there are patrol cars on both ends of the city limits.  That area has enjoyed a high degree of success in the stopping of drug tracking and it is not uncommon for me to see the car totally unpacked or a drug dog on site...

Stuff like this might cause my blood to boil IF they are entrapping folks, or fudging the speed readings, or writing them up for 2 over the limit, or doing something totally nefarious just to make a buck.  But, IF they are just writing up folks who are really breaking the law, I don't see the big problem.  If you don't want a ticket, don't break the law.  Seems like a "no brainer" to me.  Part of what's wrong with our society is the attitude that rules and laws are only for those other guys, not me.

As to the legalities of the method, I guess if it really doesn't comply with state laws then it should be real easy for folks to get an attorney and bust their butts.  With the state and the feds both on their case, we should find out pretty quickly if what they are doing is legal.  In the meantime, it just sounds like the latest in privatization, something that is so strongly pushed by a certain segment in government, and not unlike what you find in a lot of cities these days.  Red light camera's and parking meters operated by private companies for profit would be something similar, and those are popping up in many areas.  Easy answer for that one is follow the law and don't blow through red lights or fail to pay for parking. 

Speed traps have been part of reality since shortly after the first speed limit was posted.  Even Andy of Mayberry probably hid behind a billboard on occassion waiting for a speeder to go by.

the real problem IMO is that the officers do not know who is actually driving the vehicle. loan a friend send an employee or let your MOM drive one of your vehicles guess who gets the ticket and who get all the headaches of seeing that its taken care of,I actually was not driving either time but paid all three tix. the friend was laid off the employee was running my errand well MOM i still have not asked her for the $$ not as clear cut as some have suggested an officer should identify the person comitting the infraction not make an innocent person ME pay three tix and was not in the vehicles either time. dont loan your vehicle to your mother. lesson learned!

It was Barney on his motorcycle (WWII surplus) that was behind the billboard.   ;D  Andy shut him down when all of the trucks started to go through town.

I agree with GRC.  The only ones getting tickets are the ones breaking the law.  This is well marked in advance so they know its coming up and I've seen the photos - there is one of the driver, and its very easy to identify.  Also one of the tag to identify the car.

When asked any officer will tell you he is enforcing the speeding laws for "safety". This proves that is 100% BS.

I hate the lazy camera systems that are pure cash cows. BUT If you want cameras and other electronic devices then I say pour em on. I want cameras and listening devices in the all the offices of all civil servants and legislators. Let's hear and see the WHOLE story. :cucumber: Anyone breaking the law???? ;D

Part of the purpose of a speeding ticket is to notify the driver at the time that he/she is driving in a unsafe manner. Maybe because they have road fatigue. The camera system has no regard for safety and is just a revenue generator.

Move the system from weekday to weekend to increase revenue 50%. Still not enough revenue, maybe lower the speed limit.

Opinion: Police shouldn't need warrants to search your premises! If you're not breaking the law you've got nothing to hide.  :soapbox:

Union City, city by me stopped using Red Light Cameras because they determined that the city wasn't generating revenue because of system mistakes, but the biggest reason was that it wasn't stopping people from running the Red Lights.

Technology can be developed that uses a vehicles computer system in line with GPS that tracks all speeding violations. We can all pay these fines when we renew our tags. Yes we can build a better big brother society with modern technology.   :soapbox:

I think parents should put word recognition applications on their child's cell phones that recognize words such as the F-Bomb. Then when they get home the parent can wash their mouths out with soap. We could have techno soap to contact the authorities when used to put in a childs mouth and the parents can be arrested for child abuse.

We should use every tool possible to prevent wrong doing, I am so fearful when leaving my home because of all the bad things I hear and read about on the news. Please make the world safer through law enforcement and technology. :'(

I got a ticket from a red-light camera in Knoxville. I was not driving the wife was and I was 50 miles from the point of infraction but the car was registered in my name. i.e. I pay the bills. >:(

If you are to damn lazy to be out there and give me the ticket f---------. How about setting all bikes with trackers and GPS so tickets can be auto-issued every time you roll stop or five miles over.  After all breaking the law is a crime right?
