Rockin,
Not sure if what I have is the same thing, but I do have a spot on the top rear of the tank about 1/2" long by 3/16" wide that has the appearance of a touch-up. This spot did not appear until the weather turned cold last November, and initially looked like a small c/coat drip. When I uncovered the bike this spring, it had grown to the present size, and there are two "chips" or off color spots. Rather strange, since I've never applied touch-up to the tank. In fact, while it is obvious visually, you cannot feel anything with your finger. Lacquer thinner doesn't have any affect, so it isn't touch-up paint. I'm starting to think the paint vendor did a touch-up repair and then applied c/coat over it, and the cold weather caused it to surface. Haven't had it back to the dealer yet, due to weather and distance, but I will bet they accuse me of touching up the tank. I'll invite them to try the lacquer thinner trick to prove it isn't touch-up paint - hopefully they are bright enough to figure out that touch-up is lacquer, and thinner will remove it almost instantly. If not, I guess I'll have to go over their heads. BTW, other folks on this site have had finger prints appear in the paint over time as well as other defects. I'd suggest you look everything over carefully before the warranty expires.
