My Google Earth icon just up and disappeared from my bottom taskbar.  I can't find the program on my computer, and I can't get Google Earth to download.  It tells me I successfully downloaded it but I can't find it.  How do I find it?  I go on that site all the time.

Look in C:\program files\google\google earth\client  and look for googleearth. It should be labeled as an application.

If it's not there, do a file search for "googleearth.exe".  That will show if the executable is still on your computer. Not saying you have this issue, but there is a Trojan out now that hides files from view.  They are still there, but you can't see them.

It brings up a file called, "GoogleEarthSetUp".   I clicked on it but it won't do anything.

Try deleting the "googleearthsetup.exe" file and then see if you can download it again from the Google Earth site.  If you can, try to reinstall and see what happens.

Also could he go to Control Panel / Add-Remove programs to see if it's available to delete/remove?
