Sorry, I am pretty sure that Harley Davidson does NOT publish HP/Torque ratings...
I could be wrong (probably am), but I remember this being an issue before.

They show Torque only. If they showed the HP they could get a few good laughs. ;D 01 RG claimed 95.2 @ 3500 RPM

The only thing H-D publishes with new bike specs is the torque value, and that is measured at the crank, not the rear wheel.  Let's face it, when you have an engine with anywhere from 88 to 103 cubic inches, and can only manage 58 to 80 hp stock (0.60 - 0.78 hp per in3), why would you want to publicize that?

blueglider01,

I think you will have to contact H-D to get the kind of documentation you need.  The original Manufacturer's Statement of Origin would probably have the information you need for the Swedish government folks, but that document is normally turned in to the state when the bike is first registered.  If you explain to H-D what you need and why, and give them the vehicle identification number, they should be able to provide something that your authorities will accept.

Otis,
This is the US Federal Governments EPA site and it has the information your looking for:
http://www.epa.gov/otaq/cert/veh-cert/cert-tst/01m.txt. You can Google search under fltrsei2 and find it.

Good Luck!
