Yes...they must have forgotten to put them in, or they "borrowed" them on the dealer floor for somebody else.  They do take up some of the space, but also keep things from rattling.  It's a trade-off.

Mine did come with liners top & bottom!  It's one of the "CVO" features.

I've been wondering what those little Velcro squares were in the fairing storage compartments on my '11 RGUSE.  I'll have to ask the dealer about this next time in.  My lowers, saddlebags, and tourpack all have liners but none in the fairing.

Are you guys sure your bikes came with the inner fairing glove box liners or was your dealer a good guy and include them?  I checked with my dealer -- they don't show up on the parts catalog.  They are in the P&A catalog (at $29.95) which has a section to indicate what models they are included on.  They don't show as stock on any model.

If they did come with the bike from the factory, does anyone know how they were packaged (in the glove box, with the saddlebag liners, with the cover, etc.)?

I'm pretty sure they come installed from the factory, just like the saddlebag and TP liners.  Mine has the liners in the upper glove boxes as well.  I know my dealer, and he wouldn't do chit for free...

Do you remember where the liners were packaged?  Already in the fairing or packed with some other accessory?

Anyone know where I could direct a question whether these liners are supposed to be included with the FLTRUSE?  My only thought was HD customer service but I'm not overly confident in that option.
