2002 Handlebar Adjustment

OK, I've searched and looked as long as I have patience for, but didn't find anything so...   

I want to adjust the forward/rearward rotation of my bars to put them a bit further away from me, but I can't for the life of me, figure out how to get the tach and all the chrome off the top of the bars to get access to the saddle clamps to do so.  I was going for a long-ish ride today and was hoping to get it done before I went, but things aren't looking good.  Any knowledgeable people sitting on the computer today instead of being out riding that would be willing to shed some light on this for me?

OK - I can't delete my own thread, but I found it through Google, so thanks anyway, but I was in a hurry so I can go riding.

It is by no means difficult - more of a PITA to get to a couple things.  I would have liked to cut off an Allen wrench and bent a long-reach 5/16" box wrench, but managed to do it without cursing or adjusting any tools.
