I used a hair dryer to heat them slowly until I could pull them loose with my fingers.  I then used Goo Gone and a microfiber cloth to remove the sticky residue.  I was not concerned about saving the plastic reflectors so the fork mounted ones were easiest.  I took more time with the bag-mounted reflectors because I did not want to overheat the paint.  I loosened the screws on the license plate mount and clipped the circular part of the plastic tab holding the reflector above the license plate light so it would come out.
