Mine rides inside the right lower glovebox in winter and in the left dash pocket (Road Glide) in summer. Never had a failure to work. Replace batteries once a year and change to dash pocket when I remove lowers in summer. Easier than inside fairing, to me.

It's easiest yet not to install anything and just register your Harley plates under your car's transponder account number.

In Illinois at least, you can open your account online and add as many license plates to your account that you want, and any time the transponder doesn't read, and it scans the plate, it'll just deduct from the listed account.

X2.  same in NJ and MA.  I do have one in my saddlebag, but half the time it is not recognized.  This method saves the headache of getting the notice in the mail and filling it out.

I usually help mine in my fairing pouch.   Then I pull it out and wave it as I pass by the reader.  I have to do something about this..  Not the safest way to do it and sometimes I even forget to take it out.  I live in fl    There might be an easier way.  I'll have to check  things out.
